According to sub-section (3) of section 6 of the Act, the Ministry may directly invite proposals from the persons listed under rule 12 for the implementation of projects that have already been surveyed. While asking for or submitting a proposal in that way, the arrangements and procedures as per rules 13, 14 and 15 should be followed.
